SEOUL: Human rights monitors and North Korean defector groups voiced anger and concern yesterday over the forced repatriation to Pyongyang of nine young refugees captured in Laos.
The case has aroused strong public feeling in South Korea. Some have accused the foreign ministry, which has declined to comment on the issue in any detail, of failing in its duty to protect the refugees once they got to Laos.
Most North Korean refugees begin their escape by c
rossing into China and then try to make it to third countries — often in Southeast Asia — where they seek permission to resettle in South Korea.
If they are caught and returned to the North they can face severe punishment.
The nine arrested in Laos around three weeks ago were
returned to China on Monday and then flown back to Pyongyang the next day.
Laos had previously been seen as a relatively safe and popular transit point, and its decision in this case to return the nine refugees — aged between 15 and 23 — prompted strong expressions of concern.
“Laos and China demonstrated their disregard for human rights by allowing the North Korean government to forcibly return these nine people without fulfilling their obligations to allow refugee status determination,” said Phil Robertson, deputy Asia director for Human Rights Watch.
“These three governments will share the blame if further harm comes to these people,” he said.
In South Korea, the foreign ministry came under fire after it emerged that its embassy in Vientiane had been aware of the refugees’ arrest but had been unable to prevent their return to China.
“The South Korean embassy in Laos should be held accountable for their tragic journey home,” the JoongAng Daily said in an editorial.
“It seems the embassy simply watched them be repatriated,” the newspaper said.
The Seoul-based North Korea Refugees Human Rights Association was equally scathing in its assessment.
“This happened because of the South Korean foreign ministry’s lack of care for North Korean refugees,” association president Kim Yong-Hwa told AFP.
In a regular press briefing yesterday, South Korean Foreign Ministry spokesman Cho Tai-Young suggested Seoul was reluctant to comment for fear of worsening the situation for the repatriated refugees.
“We’re not trying to cover things up. We are doing this because the safety of these people are our top priority,” Cho said.
He did note that the foreign ministry had conveyed its feelings on the matter to Laos and had raised the issue with the UN High Commissioner for Refugees.
In a further development, South Korea’s Dong-A Ilbo newspaper yesterday quoted an unidentified diplomatic source as saying one of the repatriated refugees was the son of a Japanese woman abducted to North Korea in the 1970s.

Penang ramp collapse: Tragic deaths follow construction of Penang bridges
GEORGE TOWN: The second Penang bridge shares a sad history with the first Penang Bridge.
Within two years after the construction of the Penang Bridge started in 1982, 10 workers, including two South Koreans, had died while working on the iconic project.
Kim Jong-taek, 24, was killed in April 1983 when a steel cable from a crane snapped and hit him on the head.
Barely a year later, police found the body of another worker K. Ayahyoo, 26, floating about 15km from the bridge site in Butterworth.
Another body, which was unidentified, was also found beside his.
In May 1984, bridge worker See Ah Chye, 18, a Malaysian, was killed when he fell into the sea and drowned.
Then, the body of welder Chong Theam Seng, 27, also a Malaysian, was found floating in the North Channel about 15km from the bridge and in August, South Korean carpenter Lee Sang-rae, 27, died after he slipped and fell from the bridge.
Oct 20 marked the most tragic date for the bridge when five men were killed after a crossbeam collapsed, sending the workers plunging with tonnes of concrete about 20m into the sea.
Two loud bangs which sounded like explosions were heard before the structure gave way, leaving several others injured and in shock.
More than a decade down the road and just three months from its official opening, the second Penang bridge also suffered the same fate when a section of a ramp linking it to the Tun Dr Lim Chong Eu Expresswaycollapsed on Thursday.
Just last month, Prime Minister Datuk Seri Najib Tun Razak had become the first VIP to take a drive along the 24km bridge from Batu Maung toBatu Kawan on the mainland in a black Proton Perdana accompanied by former Prime Minister Tun Abdullah Ahmad Badawi.
The Prime Minister had travelled on a service road to the 24km-long bridge to symbolically announce the completion of the main navigational span of the 24km second bridge.
The RM4.41bil bridge is scheduled to open to the public in September.
The final link of the stayed cable bridge at the main navigational span was completed by China Harbour Engineering Co Ltd (M) Sdn Bhd on April 20.
The three main contractors for the bridge's overland connections areCergas Murni Sdn Bhd (for the Batu Maung link), IJM Corp Bhd (Batu Kawan link) and HRA Teguh Sdn Bhd (link to North-South Highway).
Seis veredas incomunicadas por caída de puentes en dos municipios
Las lluvias de los últimos días causaron el desbordamiento de la quebrada El Guadual y el río Guachavita, en el municipio de Coromoro afectando con ello cultivos, destruyendo cuatro puentes y dejando dos más en alto riesgo.
Los puentes peatonales ubicados en las veredas Pueblo Viejo, Guadual, Fical, Zúñiga, Guachavita, La Mina y Playón.
El alcalde Wilson Hernán Sanabria Pico, agregó que hay unos 250 damnificados directos en lo que respecta a cultivos y más de 300 familias afectadas por la incomunicación entre las veredas con la cabecera municipal. Esta situación llevó al cese de actividades en la Escuela de Pueblo Viejo.
Señaló el mandatario que es necesario declarar la urgencia manifiesta para atender la emergencia y se están evaluando las afectaciones para determinar cuál será el aporte del Municipio, el Departamento y la Nación para afrontar esta situación.
Colapso de un puente en Washington provoca la caída de varios carros al agua
Un puente de la autopista interestatal 5 que cruza justo sobre el río Skagit en Mount Vernon se derrumbó este jueves provocando que al menos dos vehículos con personas adentro cayeran al agua, según policía estatal.
Medios reportan que el colapso del puente de cuatro carrilles ocurrió alrededor de las 7:00 pm (hora local).
Por otra parte no se ha hecho un parte oficial de heridos o víctimas, así como la causa del derrumbe.
Medios locales como el Skagit Valley Herald, informan sobre la llegada de una lancha de la oficina del alguacil y de cuerpos de socorro para buscar personas en el agua.
En el área se registra la presencia de muchas personas que acudieron para ver el desarrollo de los acontecimientos, según el diario.

Cuerpo de Ingenieros de Guatemala
La organización del Cuerpo de Ingenieros del Ejército, de conformidad con la Orden General del Ejército No. 08-2004 de fecha 01 de julio de 2004, quedó autorizada en la forma siguiente:
- Un Segundo Comandante
- Un Tercer Comandante
- Un Oficial de Personal
- Un Oficial de Inteligencia
- Un Oficial de operaciones
- Un Oficial de Logística
- Un Oficial de Relaciones Civiles Militares
- Una Compañía de Apoyo de servicios
- Un Batallón de Ingenieros de Construcción, compuesto por tres (3) Compañías
- Un Batallón de Zapadores compuesto por dos (02) compañías
Unidad de Ingenieros Militares montó la estructura, que soporta 52 toneladas de peso - Colombia
Al menos 25.000 habitantes del municipio La Gloria y de los corregimientos de La Mata y Simaña, en Cesar, se verán beneficiados con la entrega de un puente sobre uno de los ríos de la zona ya que la antigua estructura sufrió un colapso tras la anterior ola invernal que afectó la región.
La nueva plataforma tiene una longitud de 51,62 metros y una capacidad de soportar un peso de hasta 52 toneladas, según las especificaciones entregadas por Ingenieros Militares, unidad del Ejército encargada del montaje de la estructura marca Acrow.
Con este puente, que atraviesa el río Simaña, ya son cuatro las estructuras entregadas en la zona norte del país y se tiene previsto hacer el montaje de cinco más en otras regiones del Caribe.
Durante el montaje del armazón se hizo un trabajo previo y las unidades de rehabilitación de la vía que de Simaña conduce a La Cuchara. En total fueron nueve kilómetros que les sirvieron a los lugareños como paso provisional y de salida de los productos que se cosechan en la zona.
Ecuatorianos construyen un puente en Haití
La Compañía de Ingenieros Militares “Ecuador III” trabaja actualmente en la construcción del puente sobre el río Español, que unirá Labadie y Petite Riviere, en el Valle de Artibonite. La obra forma parte de la misión de cooperación en Haití, asolado por un terremoto hace tres años.
